Guidelines for WorldFood Moscow 2025
As we prepare for the WorldFood Moscow 2025 exhibition, scheduled for September 16-19, it's crucial to understand the regulations regarding the import of goods subject to veterinary and phytosanitary control. This guide provides essential information on obtaining the necessary permissions from Rosselkhoznadzor, the requirements for veterinary and phytosanitary certificates, and the procedures for border veterinary control and regionalization rules. Veterinary control
As part of the preparation for the WorldFood Moscow 2025 exhibition, scheduled to be held on September 16-19, 2025, we inform you that the import of goods from third countries subject to state veterinary control is carried out with permission from Rosselkhoznadzor for import into the Russian Federation, accompanied by veterinary certificates that comply with the Uniform Forms of Veterinary certificates approved by the Decision of the Customs Union Commission dated June 18, 2010 No. 317 or accompanied by agreed veterinary certificates for import into the territory of the Russian Federation from other countries, issued by the competent authority of the exporting country.
To obtain permission from Rosselkhoznadzor for import into the Russian Federation in accordance with the Administrative Regulations of the Federal Service for Veterinary and Phytosanitary Surveillance for the provision of state services for issuing permits for import into and export from the Russian Federation, as well as for transit through its territory of animals and animal products origin, medicines for veterinary use, feed and feed additives for animals, approved by Order of the Ministry of Agriculture of Russia dated November 7, 2011 No. 404 (hereinafter referred to as the Regulations), Rosselkhoznadzor must receive an application from the organizers of the said exhibition or the embassy of the exporting country in the Russian Federation information in accordance with Appendix No. 2 to the Regulations.
Border veterinary control
Border veterinary control is carried out in places determined by customs authorities, in stationary temporary storage warehouses (TSW).
Currently, there are a number of restrictions on the import into the Russian Federation of goods under the control of state veterinary supervision due to the epizootic problems in the territories of a number of exporting countries. List of PPU
In accordance with the Decree of the Government of the Russian Federation dated 08/07/2014 No. 778 “On measures to implement the decrees of the President of the Russian Federation dated 08/06/2014 No. 560, dated 06/24/2015 No. 320, dated 06/29/2016 No. 305, dated 06/30/2017 No. 293, dated June 12, 2018 No. 420” introduced a ban on the import of goods from European Union countries.
In accordance with Presidential Decree No. 293 dated July 24, 2019 “On the extension of certain special economic measures to ensure the security of the Russian Federation,” we send information about preliminary notification points (hereinafter referred to as PPU) located on the border of the Russian Federation between the countries of the Eurasian Economic Union ( EAEU).
It is important for exhibition participants arriving from the Republic of Belarus and the Republic of Kazakhstan to remember the need to record regulated goods in the PPU.
Upon completion of the exhibition, the exhibited products must be removed from the territory of the Russian Federation or destroyed. The applicant resolves the issue of destruction of the specified products with the veterinary management body of the constituent entity of the Russian Federation at the location of the exhibition.
When placing goods under the control of state veterinary supervision at the WorldFood Moscow 2024 exhibition site, it is mandatory to contact the veterinary service to carry out the procedure for extinguishing incoming eVSD.

Import of plant products
The import of regulated products into the territory of the Russian Federation is carried out in accordance with the regulatory legal acts of the Eurasian Economic Union, as well as the requirements of the Russian Federation in the field of plant quarantine.

Import into the Russian Federation of regulated products of high phytosanitary risk (regulated products are divided into high and low phytosanitary risk according to the List of regulated products of regulated cargoes, regulated materials, regulated goods), subject to quarantine phytosanitary control (supervision) at the customs border of the Eurasian Economic Union and the customs territory of the Eurasian Economic Union, approved by the Decision of the Customs Union Commission dated June 18, 2010 No. 318 “On ensuring plant quarantine in the Eurasian Economic Union”) is accompanied by a phytosanitary certificate of the exporting country.

Controlled products planned for display at the exhibition and arriving from the Republics of Kazakhstan and Belarus must be registered at preliminary notification points (PPU) located on the border of the Russian Federation between the countries of the Eurasian Economic Union (EAEU).
