


The Russian market of fat-and-oil products in 2025 showed multidirectional dynamics. On the one hand, the total production has decreased, on the other hand, the industry retains a high export potential and is increasing processing capacity.
According to the OleoScope analytical center, the production of fat-and-oil products in Russia in 2025 amounted to 25 million 682 thousand tons, which is 5% less than in 2024.
The decrease occurred despite the growth of refining capacities - over the year they increased from 33 million to 35.7 million tons, while capacity utilization was 80%.
According to analysts, the overall decline was mainly due to a decline in the segment of sunflower products - oil and meal - by 14% against the backdrop of a reduction in processing in the first half of 2025. This trend was partially offset by an increase in production in the rapeseed complex. The key factor in the reduction in sunflower oil production in 2025 was unfavorable agro-climatic conditions.
Oil production in 2025 decreased by 7%, to 9.91 million tons against 10.64 million tons in 2024. The main contribution to the decline was made by the sunflower oil segment – its production decreased by 12% to 7.21 mln tonnes. Also, its share in the total production of vegetable oils decreased from 77% in 2024 to 72%.
At the same time, the changes also affected other categories:
// Soybean oil production decreased by 3% to 1.07 million tons, but its share increased to 11% against 10% in 2024;
// Rapeseed oil production increased by 21% to 1.56 million tons, and its share increased to 15.8% against 12% a year earlier;
// The production of other oils increased by 25%, to 69 thousand tons from 55 thousand tons.
Speaking of other types of products, it is worth noting the production of vegetable meals and finished products. The total production of vegetable meals in 2025 decreased by 2% — from 14,747 thousand tons to 14,418 thousand tons. At the same time, the production of margarines decreased by 1%, to 1,325 thousand tons, and the production of mayonnaise and mayonnaise sauces increased by 3%, to 927 thousand tons.
In February 2026, 906 thousand tons of vegetable oils were produced in Russia. This is 17.8% more than a year earlier, and is a record figure for this month.
The volume of production is also growing due to rapeseed and soybean oil, which is explained by high export demand: almost all key importers significantly increased purchases of Russian products in March.
Experts of the Oil and Fats Union expect that by the end of 2026, the harvest of oilseeds may increase to 35.5 million tons, becoming a new historical maximum.
The production of vegetable oils in Russia is largely focused on foreign markets. Domestically, 35% of sunflower oil, 42% of soybean oil and 12% of rapeseed oil are consumed. Sunflower oil remains the main export product. According to OleoScope, its share in the export structure reaches 65%. At the end of 2025, the volume of exports of fat-and-oil products from Russia amounted to 11 million tons, of which 6.7 million tons accounted for vegetable oils.
Among the key export destinations for vegetable oils in 2025:
// India has remained the leader in the purchase of sunflower and soybean oils for the past three years;
// China is the leader in the purchase of rapeseed oil, as well as the largest importer of Russian flaxseed oil.
At the end of 2025, China became the main buyer of fat-and-oil products, primarily vegetable oils.
Experts note that in 2025, the Russian oilseed market has moved from the stage of quantitative growth to structural and technological strengthening. The growth of yields, the development of processing and the launch of new capacities set a long-term trend for the development of the industry.
