At the end of 2025, the dairy and meat industries maintain positive dynamics in a number of key indicators, including production and external supplies.

 

Dairy industry: growth of the raw material base and expansion of export potential


Production: record volumes and increase in production of major categories


The volume of raw milk production in Russia in 2025 amounted to 34.3-34.5 million tons. This is the highest figure in almost 30 years. Compared to 2024, the figure has added about 1%. The volume of commercial milk also increased: from 26.1 million tons to 26.7 million tons. The level of self-sufficiency was 85.3%.

 

The target for 2026 exceeds 35 million tons, and by 2030 the industry should reach the level of 38.5 million tons. It is expected that the growth will be ensured, in particular, due to investment projects and an increase in productivity in animal husbandry.

 

An increase in the raw material base supports the workload of processing enterprises and affects the output of finished products. According to Rosstat, at the end of 2025, an increase in production was recorded in several main categories of dairy products at once:

 

  • Cottage cheese — +3.1% to 496 thousand tons;
  • Butter — +2.1% to 341 thousand tons;
  • Cheese — +1.7%, to 874 thousand tons;
  • Milk powder and cream — +7.3%;
  • Drinking milk - +3.1%.


At the same time, the production of fermented milk products decreased by 0.9%, to 2.2 million tons, which may indicate changes in the structure of consumption.

Exports: steady growth and entry into almost 100 markets


The expansion of domestic production also supports the export direction. At the end of 2025, foreign supplies of dairy products in value terms amounted to more than $500 million. At the same time, even without December statistics for the EAEU, the figure has already been higher than the result for the whole of 2024. Compared to the same period in 2024, exports increased by 13%.

 

Positive dynamics in 2025 was observed in several export categories of dairy products at once. Supplies of fermented milk products and packaged milk increased by 21%, cottage cheese and cheese - by 13%, condensed milk - by 28%, ice cream - by 29%. The most noticeable increase was in whey powder: its exports more than doubled. The geography of deliveries covered about 100 countries.

 

As follows from the data of the federal center "Agroexport", from 2020 to 2025, the value of exports of dairy products increased by 67%. At the same time, the dairy category accounts for 1.2% of the total Russian export of agricultural products.

 

Market Signals 2026


Artem Belov, General Director of Soyuzmoloko, commenting on the situation in the dairy market at the beginning of 2026, noted several trends:

 

  • The growth in the production of commercial milk remains, although the dynamics of the increase in volumes is slowing down;
  • Raw milk prices are declining in the main regions;
  • Retail demand is beginning to recover in most categories;
  • In the B2B segment, demand remains stagnant.


Meat Industry: Moderate Production Growth and Strengthening of Export Positions


Production: growth in pig and poultry farming, decrease in beef segment


The Russian meat market ended 2025 with an increase in production by 1.2%. The positive result was primarily provided by poultry and pig farming enterprises. Beef production, on the contrary, continued its decline. At the same time, the external contour of the market has strengthened: the total volume of exports of meat and by-products for the first time was above 930 thousand tons. This is 40% higher than the volume of imports.

 

The share of imported products in the domestic market amounted to 6% of the volume of domestic production. Beef and chicken continued to account for the largest volume of imports. The most notable growth among the main categories was shown by poultry farming. In the poultry segment, production amounted to 6.85 million tons, which means an increase of 2.7% compared to 2024. Imports of chicken meat increased by 2%, while export deliveries exceeded 430 thousand tons. The pig industry also saw growth, with 6.3 million tonnes produced over the year.

 

In the beef category, the dynamics remained negative: production decreased by 4%. One of the reasons was the decrease in the number of cattle, especially in private farms. Imports for this item decreased by 7.3%, but still retained a significant volume - about half of domestic production.

 

Consumption patterns have also changed. An analysis of the redistribution of costs shows that consumers were more likely to choose chicken, switching to it, including meat gastronomy, fish and seafood.

Exports: growth in supplies of all major types of meat


According to the Rosselkhoznadzor data, formed on the basis of the VetIS system, in 2025, the volume of exports of meat and meat products from Russia exceeded 911 thousand tons. This is 10.6% more than a year earlier. Supplies of poultry meat and edible by-products at the end of the year reached 409.5 thousand tons (+7.2% compared to 2024). Pork exports increased by 22.7% and amounted to 270.5 thousand tons. The volume of foreign supplies of beef reached 33.3 thousand tons. Separately, it is worth noting the export of finished meat products, which in 2025 amounted to 84.1 thousand tons.

In general, the export dynamics confirm that the meat industry retains the potential for the development of the meat industry, despite the multidirectional trends within individual segments.

In 2025, more than 26,300 specialists visited WorldFood Moscow. Of these, 24% (6,331 visitors) were interested in the category "Dairy products and cheeses", and 19% of visitors to the exhibition (5,047 people) were interested in the products presented in the section "Meat, poultry and eggs".
